Why the change

Let a channel member request one explicitly allowed local health check and receive a durable result without retries rerunning completed work.

Special things to note

• Merge risk: two-way code rollback with retained additive data, medium blast radius for channel messages/Agent work; review current requester membership, credential revocation, local allow-list and interruption recovery. Channel schema4; D1/Org5/4.
• Fixed process diagnostics only, no shell or model execution. Agent results are authenticated reports, not hardware attestation. HTTP polling only; DSH forwarding/two Hosts remain outstanding. Draft, UAT only, no merge.
• Source: 49 workerd +37 Node +2 wizard checks, typecheck and build passed. UAT CLI and mobile Batch18 passed request/result, explicit local policy denial/grant, fresh-process replay and logout isolation; failure-injection SQLite errors are expected test output.

The phone keeps target/deadline/operation before sending; removing local retry state cannot cancel accepted cloud work. Protocol and runnable CLI. Native evidence.
