Issue being fixed or feature implemented

Fixes #7582 at the mempool level.

CheckProUpServTx verifies the operator signature against the masternode list at the tip, and RebuildListFromBlock applies provider transactions in block order without checking again who signed them. Take a block with an operator key change for a masternode (a ProUpRegTx or ProUpSharedRegTx with a new operator key, or a ProUpRevTx) followed by a ProUpServTx for the same masternode signed with the old key. The service update still applies: it writes back the displaced operator's netInfo and scriptOperatorPayout and revives the masternode the key change just PoSe-banned.

A miner working with the displaced operator isn't needed. The mempool accepted both transactions together: the ProUpServTx branch of existsProviderTxConflict ignored pending key changes, and removeProTxKeyChangedConflicts only evicts once the key change is mined. An honest miner orders the pair by feerate, so an operator who is being replaced can broadcast a pre-signed low-feerate ProUpServTx and wait. Mainnet already has blocks with a ProUpRevTx followed by a ProUpServTx for the same masternode (heights 1092412, 1147266, 1339663, 1837317 and 2521558). As far as I can tell these were operators doing both themselves, so they were harmless. Testnet has a key-changing ProUpRegTx followed by a ProUpServTx at 850042.

The impact is small. It is one shot per rotation and touches neither the collateral, the owner payout nor the voting key. The revived masternode sits at the back of the payment queue, and the new operator's own ProUpServTx overwrites the restored fields. For that reason this is a policy-only fix: consensus is unchanged, there is no deployment gate, and a block containing the pattern is still valid. A miner working with the displaced operator can still produce one, and that is accepted.

What was done?

  • existsProviderTxConflict rejects a ProUpServTx with protx-dup while an operator key change for its masternode is pending. The ProUpRevTx branch already did this.
  • MemPoolAccept::Finalize calls a new CTxMemPool::removeProTxStaleServiceUpdates after the mempool-size trim. When a key change is accepted, it evicts the masternode's pending ProUpServTxs and their descendants. Ancestors of the key change are kept, because they are always mined before it.
  • During a reorg, transactions returned to the mempool are linked to their pending children only later, in UpdateTransactionsFromBlock. The eviction therefore collects a service update's spenders by following mapNextTx to closure, not the child links. Otherwise a pending spender (direct, or through another returning transaction) would be left with a missing input.
  • The key change is decided by the existing isKeyChangeProTx flag, so a registrar update that keeps the operator key (e.g. a payout change) evicts nothing.
  • Package acceptance (AcceptMultipleTransactions, AcceptPackage) runs PreChecks for every member before submitting any of them, so neither check above can separate a pair inside a package. CTxMemPool::PackageHasStaleServiceUpdate rejects such packages with protx-dup, in the same place and way as CheckPackageAssetUnlockEvictions. Without it, a key change could evict a package member that a later member spends. Only package submission (submitpackage, regtest-only) and multi-transaction testmempoolaccept (any network) reach this check.
  • MaybeUpdateMempoolForReorg now moves the deterministic masternode list tip to the chain tip before re-adding disconnected transactions. Before, the list was updated only later by the block tip notification, so a key change returned to the mempool by a reorg was compared with the list of the disconnected block, which already had the new key. The change was then not recognised as one, which defeated both rules above and also the existing "one key change in the mempool" rule. This affects every GetListAtChainTip() check made while transactions are re-added; they now all see the list of the new tip, which the mempool is validated against anyway.

Wallets: an evicted service update is removed with reason CONFLICT, as it already is when a key change is mined. The release note tells operators to abandon it.

How Has This Been Tested?

Built on macOS arm64 with --enable-debug.

  • New unit test evo_dip3_activation_tests/test_mempool_stale_service_update goes through ProcessTransaction and ProcessNewPackage. It covers:
    • both arrival orders for a rotation and for a revocation;
    • the kept ancestor, where a revocation spends the service update;
    • a registrar update that keeps the operator key, in either order;
    • packages, both unrelated and chained, via test-accept and submission, plus a package spending a pending service update;
    • a rotation returned to the mempool by InvalidateBlock.
    • a reorg returning a service update and a rotation while a spender of the update, direct or through a confirmed intermediate transaction, is pending.
  • I checked that the test catches each change. With each of the four changes reverted in turn (the rejection, the eviction, the package check, the reorg tip move), it fails in the corresponding cases.
  • New test_stale_service_update in feature_masternode_shares.py, run for an ordinary and a shared masternode. It covers eviction by a later rotation, refusal after a rotation, refusal after a rotation returned by invalidateblock, and refusal after a revocation. It fails against a dashd built without the fix.
  • Unit suites passed: evo_dip3_activation_tests, evo_sharedmn_tests, evo_assetlocks_tests, mempool_tests, miner_tests, validation_block_tests, txpackage_tests.
  • Functional tests passed: feature_masternode_shares.py, feature_dip3_deterministicmns.py, feature_protx_version.py, rpc_masternode.py, feature_masternode_payout_shares.py, mempool_packages.py, mempool_reorg.py, mempool_updatefromblock.py, feature_llmq_chainlocks.py, feature_asset_locks.py, rpc_packages.py, feature_dip4_coinbasemerkleroots.py.
  • lint-whitespace.py and lint-python.py pass.

Breaking Changes

None for consensus. As a policy change, a new operator can no longer submit a ProUpServTx signed with the new key until the key change confirms. Before, it could be admitted early and then evicted when the key change was mined.

Walkthrough

When a masternode operator key change or revocation is pending, the mempool now rejects stale service updates and removes pending ones, along with their descendants, except when they are ancestors of the key change. Package acceptance also rejects packages containing stale updates. Reorganization handling updates the masternode-list tip before transactions return to the mempool. Unit and functional tests cover rotations, revocations, packages, and reorgs. A release note documents the policy and recovery guidance.

Merge Risk: ⚪ Minimal · up to df4c4

This change tightens mempool policy so service updates signed with a superseded operator key are rejected or evicted, including during reorganizations. Consensus behavior is unchanged. No outstanding issues remain from review, so the change appears ready to merge.

Security Architecture Review

Security architecture risk: 🔵 Low · up to f54d2

The change strengthens protection during operator replacement without adding privileges or changing block-validity rules. Remaining risk is bounded to recovery behavior and conservative batch-validation results; no newly introduced security bypass was substantiated.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The new eviction operation is scoped to one masternode identifier and the unconfirmed spend descendants of its service updates. Its mutation requires an accepted, classified key-change transaction; a package-level conflict rejection alone does not evict existing entries.

Security Findings and Attack Paths

  • inferred — The addressed path involves a previously authorized operator submitting a service update alongside replacement or revocation. The new admission policy rejects or evicts that pairing except where spend ancestry safely orders the service update first. This policy protection should not be interpreted as a new consensus-level signer-revalidation rule.

Trust Boundaries and Controls

  • observed — Finalization requires both chainstate and mempool locks. Package-wide conflict checks run under the mempool lock before individual admission, and test acceptance returns without invoking SubmitPackage. Reorganization supplies the current chain tip as the authoritative list reference before admission.

Resilience and Maintainability Implications

  • observed — Package submission permits partial terminal outcomes after size limiting and reports each member’s presence or failure. The inspected path has no restoration of stale entries evicted by an earlier finalized key change. This is a recovery limitation, not evidence that an unauthorized transaction can trigger eviction.

Hardening Proposals

  • proposed — Before broadening package submission beyond regression networks, align its operator-identity predicate with sequential admission and explicitly define recovery expectations when trimming or interruption leaves a partial package. Document the present conservative batch-preflight semantics separately from ordinary admission.

Final validation — Phase 2 only (queue backlog)

Verified the supplied Phase-2 findings against head 8ea21e5. The reorg eviction still misses descendants when an intermediate transaction is reaccepted before child links are rebuilt, leaving an invalid mempool entry. The commit-folding suggestion is not a required correction; verification was source-based, and no tests were run.

  The mapNextTx fallback examines only the service update's outputs, but missing child links can occur farther down the chain. Take a disconnected block containing service update S, an ordinary transaction P spending S, and an independent operator rotation K, with C spending P already pending in the mempool. Reaccepting S and P establishes S → P, but addUnchecked does not establish P → C; that link is deferred until UpdateTransactionsFromBlock. When K is accepted, CalculateDescendants(S) collects S and P. This loop finds P again, and CalculateDescendants(P) skips it because it is already in entries. S and P are therefore removed while C remains with an unavailable input. UpdateTransactionsFromBlock skips the removed transactions and cannot repair this, leaving a mempool-consistency violation that can trigger the HaveCoin assertion in mempool.check() or fail block-template validation. The existing regression covers a pending direct spender, not this intermediate-spender case. Traverse mapNextTx to closure for every transaction selected for removal, and extend the regression with a confirmed intermediate spender and its pending child.

Confirmed and fixed in f54d294 (also rebased onto current develop). CalculateServiceUpdates() now collects the eviction set by following spenders through mapNextTx to closure, not through the child links. A pending grandchild of a returning service update is therefore evicted too, even before UpdateTransactionsFromBlock relinks it. The reorg regression in test_mempool_stale_service_update now also covers a confirmed intermediate spender with a pending child. Without the fix it aborts in mempool.check() on HaveCoin.

Resolved (re-reviewed at 4825e776): Your revised CalculateServiceUpdates follows mapNextTx for every newly collected transaction, so it reaches the pending grandchild even before UpdateTransactionsFromBlock repairs child links. I also verified that the extended regression includes the confirmed intermediate spender, checks removal of the entire affected chain, and invokes mempool.check(); I did not run the test or reproduce the reported mutation failure in this static review.

Pull request description:

  ## Issue being fixed or feature implemented

  When a ProUpRegTx is confirmed, `removeProTxKeyChangedConflicts()` evicts the pending updates of the same masternode that were valid only for the previous operator key. It decides this by comparing each pending update's `validForProTxKey` with the new key. `addUncheckedProTx()` sets that field for ProUpRegTx and ProUpRevTx but not for ProUpServTx, so it stays null and never matches. As a result, every confirmed ProUpRegTx of a masternode evicts all its pending ProUpServTxs, even when the operator key does not change, for example a payout or voting key update. A ProUpServTx is signed by the operator key and is still valid in that case. Evicting it drops a valid transaction together with its InstantSend lock, and the operator has to resubmit it.

  The mempool's eviction paths for pending updates of a registered masternode also had little test coverage.

  ## What was done?

  - `addUncheckedProTx()` records `validForProTxKey` for a ProUpServTx from the operator key at the tip, as it already does for ProUpRegTx and ProUpRevTx. A confirmed ProUpRegTx then evicts the ProUpServTx only if it changes the operator key. If the masternode is not in the tip list, the field stays null and any registrar update still evicts the ProUpServTx, as before.
  - New coverage for eviction paths that were not tested:
    - `test_mempool_proreg_replacement_update_conflict`:
      - a confirmed ProUpRegTx that keeps the operator key, together with a spend of an unrelated output, leaves pending ProUpServTx and ProUpRevTx in place;
      - one that changes the key evicts them;
      - a spend of the masternode collateral evicts pending ProUpServTx, ProUpRegTx and ProUpRevTx.
    - `feature_masternode_shares.py`: in the dissolution reorg scenario, a ProUpSharedRegTx and a ProUpShareTx submitted while the dissolution block is disconnected are gone from the mempool once the block is reconnected.

  The branch history also contains an eviction of a pending ProRegTx whose external collateral is spent, a follow-up exemption for a ProRegTx whose own collateral output is spent, and a commit reverting both. That change needs to be coordinated with a related InstantSend policy change and will be proposed again separately. The net diff of this PR does not touch `removeProTxSpentCollateralConflicts()`.

  Known limitation: while a reorg returns disconnected transactions to the mempool, the masternode list tip has not been moved yet. A ProUpServTx re-added at that point can record the operator key from the pre-reorg list. ProUpRegTx and ProUpRevTx entries already take their key the same way. #7728 moves the list tip before transactions are re-added, which covers all three.

  Related: #7728 keeps an operator key change and a ProUpServTx signed with the old key out of the mempool together. It does not change what happens when a ProUpRegTx that keeps the key is confirmed, so the two PRs complement each other.

  ## How Has This Been Tested?

  Built on macOS arm64 with `--enable-debug --enable-werror --enable-crash-hooks`.

  - Removing the `validForProTxKey` assignment makes `test_mempool_proreg_replacement_update_conflict` fail at the check that the ProUpServTx survives a ProUpRegTx that keeps the key.
  - Disabling the registered-masternode branch of `removeProTxSpentCollateralConflicts()` makes `test_mempool_proreg_replacement_update_conflict` fail at the collateral-spend check, and `feature_masternode_shares.py` fail at the dissolution check.
  - These mutation checks were run on an earlier head of this branch. The tests and the ProUpServTx fix have not changed since.

  Run at the current head:
  - All unit tests: `test_dash`, 1056 cases.
  - Functional: `feature_masternode_shares.py`, `feature_dip3_deterministicmns.py --descriptors`, `rpc_masternode.py`, `mempool_reorg.py`.
  - `test/lint/all-lint.py`: the only failure is an existing cppcheck warning in `src/governance/object.cpp`, which this PR does not touch. Python lint was skipped locally because flake8 is not installed; `pyflakes` is clean on the changed functional test.

  ## Breaking Changes

  None. Consensus is unchanged and this only affects mempool policy: a pending ProUpServTx is no longer evicted by a confirmed ProUpRegTx that keeps the operator key.

If the masternode is not in the tip list, the field stays null and any registrar update still evicts the ProUpServTx, as before.
  - New coverage for eviction paths that were not tested:
    - `test_mempool_proreg_replacement_update_conflict`:
      - a confirmed ProUpRegTx that keeps the operator key, together with a spend of an unrelated output, leaves pending ProUpServTx and ProUpRevTx in place;
      - one that changes the key evicts them;
      - a spend of the masternode collateral evicts pending ProUpServTx, ProUpRegTx and ProUpRevTx.

Re-review — Final validation — Phase 1 + Phase 2

Independently reviewed the complete PR diff at 4825e77 and found no actionable in-scope defects. The prior reorg-eviction issue is fixed: spender traversal now reaches transitive descendants without relying on deferred child links, and the regression covers the confirmed-intermediate-spender scenario. Validation was static only; the supplied CI snapshot shows formatting and preliminary checks passing, while container builds remain queued and build/test results are not yet available.

… to the mempool

MaybeUpdateMempoolForReorg() re-accepts the transactions of disconnected
blocks before the block tip notifications move the deterministic masternode
list. The mempool checks provider transactions against the list at the tip,
so meanwhile it sees the list of the disconnected block. A key change that
block confirmed already shows its new operator key there and is no longer
recorded as a key change when it returns to the mempool; validForProTxKey
of returning updates records a key that is not current.

Move the list tip to the new chain tip before re-adding transactions. It
never moves ahead of the chain; the later tip notification moves it on to
the final tip.

The change was first proposed in dashpay#7728.

A ProUpServTx is signed with the operator key at the tip, and block validation applies provider transactions in order without re-checking the signer. A service update signed with the old key that confirms after an operator key change (ProUpRegTx or ProUpSharedRegTx with a new key, or ProUpRevTx) in the same block restores the displaced operator's service and payout fields and revives the masternode the change banned. The mempool let both wait together, so an honest miner could build that block (dashpay#7582).

Keep such a pair out of the mempool: refuse a service update while a key change for its masternode is pending, evict pending service updates when a key change is accepted (except its ancestors, which are always mined first), and reject packages that would pair them. Move the masternode list tip before re-adding disconnected transactions on a reorg, so a returning key change is recognized as one. Consensus is unchanged.

The evicted set follows spenders through mapNextTx to closure rather than through the child links, because during a reorg the links from returning transactions to spenders already in the pool are only rebuilt afterwards by UpdateTransactionsFromBlock; following the child links would leave those spenders behind with inputs the pool no longer has.

Run the pending key change checks for a shared masternode, whose ProUpSharedRegTx key change the unit test does not reach: eviction by a later rotation, refusal after a rotation, after one returned by a reorg, and after a revocation.

Closing as superseded by #7857, which fixes #7582 by having the miner include a pending ProUpServTx before a key change of its masternode, instead of refusing or evicting the update.

  • Nothing valid is dropped. The old operator's update is mined first, and the key change then resets what it set.
  • The key-change check runs against the current masternode list, so it also covers a registrar update that only becomes a key change after a reorg. This PR's admission-time flag misses that case.

The only coverage here that #7857 lacked is the shared-masternode key change. That test is on fix/7857-followups (PastaPastaPasta/dash, 104c4f6), ready to cherry-pick into #7857.

Pull request description:

  ## Issue being fixed or feature implemented

  Fixes #7582 at the block assembly level, as an alternative to #7728.

  `CheckProUpServTx()` verifies the operator signature against the masternode list of the previous block, and block connection applies provider transactions in block order without checking again who signed them. A `ProUpServTx` signed with the operator key that an earlier transaction in the same block changes (`ProUpRegTx` or `ProUpSharedRegTx` with a new operator key) or revokes (`ProUpRevTx`) therefore still applies: it writes the previous operator's service fields back and, after a key change, revives the masternode the change just PoSe-banned. The mempool accepts both transactions together, and block assembly orders them by feerate, so a displaced operator can broadcast a low-feerate service update and wait for the key change to be mined.

  The reverse order is harmless: the key change resets the operator fields the service update set. This PR makes honest block assembly always produce that order, instead of keeping the two transactions out of the mempool as #7728 does. Compared to #7728, no valid service update the operator already broadcast is evicted or refused for being paired with a key change, and mempool contents do not depend on the order in which a node received the two transactions. Consensus is unchanged: a block with the harmful order is still valid, so a miner ignoring this policy can still produce one, as with #7728.

  ## What was done?

  - **Block assembly** (`BlockAssembler::addPackageTxs`): when a package contains an operator key change or revocation, the masternode's pending `ProUpServTx`s, with their unconfirmed ancestors, are pulled into the package and placed before it. New helper `CTxMemPool::GetServiceUpdatesBeforeKeyChange()`.
    - A service update is left out if its own package fails the usual transaction checks, if it is one the mempool would refuse as unorderable (see below; the mempool rejects those on entry, but a reorg can return such ancestors below an update already in the pool), or if its package has a service update of a masternode whose key already changed in the block.
    - If the pulled-in updates do not fit, they are all left out and the key change goes in without them, so pending updates, however many, cannot hold it back.
    - Once a key change is in the template, no later `ProUpServTx` of that masternode is added, so an update left out, or one that only becomes eligible while the template is built, cannot follow it.
    - Whether a transaction is a key change is decided by `CTxMemPool::GetKeyChangeTarget()` against the current tip list, not when the transaction entered the mempool, so a registrar update that becomes a key change after a reorg is handled too.
  - **Mempool policy**: a `ProUpServTx` that block assembly could not reliably put ahead of a key change is rejected with `protx-dup` (`CTxMemPool::IsUnorderableServiceUpdate()`, called next to `existsProviderTxConflict()`):
    - **With a pending operator key change among its ancestors** (it spends one, directly or through other pending transactions). It can only be mined after that change. For its own masternode it would restore the previous operator's fields. For another masternode, pulling it in would require that other change.
    - **With a pending asset lock, asset unlock or MNHF signal among its ancestors.** Their own checks during block assembly could keep the pulled-in update, and the key change with it, out of the block.

    Such a transaction can only arrive after the ancestor it spends, so every node makes the same decision. Package acceptance checks package members against the pool before adding any of them, so a package carrying both transactions is not caught. Packages are regtest-only.
  - **Reorg**: `MaybeUpdateMempoolForReorg()` moves the deterministic masternode list tip to the new chain tip before re-adding disconnected transactions. Before, a key change returned to the mempool was compared with the list of the disconnected block, which already had the new key, and was not recognized as a key change. This change was first proposed in #7728 and is kept as its own commit.
  - Release note `doc/release-notes-7857.md`.

  This keeps pending provider transactions in the mempool and only changes their order in block templates, so it does not depend on how they were relayed.

  ## How Has This Been Tested?

  Built on macOS arm64 with `--enable-debug --enable-werror --enable-crash-hooks`.

  New unit tests in `src/test/evo_deterministicmns_tests.cpp`, using block templates unless noted:
  - `test_miner_service_update_before_key_change`:
    - a low-fee `ProUpServTx` is placed before a high-fee key change or revocation of its masternode;
    - a registrar update that keeps the operator key is ordered by fee as usual;
    - a `ProUpServTx` that cannot be mined (it takes another masternode's address) does not hold the key change back.
  - `test_mempool_rejects_unorderable_service_update`, through `ProcessTransaction`: a `ProUpServTx` is rejected with `protx-dup` when funded from a pending key change of its masternode, from a transaction spending one, from a pending key change of another masternode, or from a pending asset lock. An independently funded one is accepted.
  - `test_miner_service_update_before_reorged_key_change`: a key change returned to the mempool by `InvalidateBlock` still counts as the masternode's pending key change, so a second one is rejected with `protx-dup`, and a pending `ProUpServTx` is still placed before it.
  - `test_miner_service_update_before_key_change_surviving_reorg`: a registrar update that kept the operator key when it entered the mempool becomes a key change after a reorg, and a service update signed with the restored key still goes in before it.
  - `test_miner_service_update_never_after_key_change`: a `ProUpServTx` that follows a key change in the pool (it spends it) is never mined after it, while one following a registrar update that keeps the key still is.
  - `test_miner_key_change_not_held_back_after_reorg`: a reorg returns a zero-fee key change of another masternode below a pending `ProUpServTx`; the key change of the update's own masternode is mined and the update is left out.
  - `test_miner_service_update_with_parent_before_key_change`: a `ProUpServTx` funded by an ordinary pending transaction goes in as parent, service update, key change.
  - `test_miner_key_change_without_room_for_service_update`: with room for either the parent and the service update or the key change, but not all three, the key change goes in without the service update, and the template stays within its size limit.
  - `test_miner_key_change_not_held_back_by_service_updates`: two independently funded `ProUpServTx`s that fit ahead of a key change only one at a time; the key change goes in and neither update does.
  - `test_miner_key_change_not_held_back_by_other_key_change`: a key change of masternode A goes in without A's service updates; a service update of masternode B funded by one of them is left out instead of holding back B's key change.

  Reverting each piece in turn makes the corresponding case fail:
  - the pull-in in block assembly (both ordering tests);
  - the reorg tip move (only the reorg test);
  - limiting the rejection to the update's own masternode (the other-masternode case);
  - removing asset locks from the rejection (the asset-lock case);
  - leaving unorderable service updates in the pull-in (`test_miner_key_change_not_held_back_after_reorg`);
  - holding the key change back when the pulled-in updates do not fit (both block-space tests);
  - pulling in an update package with a service update of a masternode whose key already changed in the block (`test_miner_key_change_not_held_back_by_other_key_change`).

  Run at the head of this PR:
  - **Unit tests:** all pass (`test_dash`, 1071 cases).
  - **Functional tests:** all pass: `feature_asset_locks.py`, `feature_dip3_deterministicmns.py --descriptors`, `feature_llmq_chainlocks.py`, `feature_masternode_shares.py`, `feature_protx_version.py`, `mempool_packages.py`, `mempool_reorg.py`, `mining_basic.py`, `rpc_masternode.py`, `rpc_packages.py`.
  - **Lint:** `test/lint/all-lint.py` reports only an existing cppcheck warning in `src/governance/object.cpp`, which this PR does not touch.

  ## Breaking Changes

  None for consensus. Mempool policy: a `ProUpServTx` spending an output of a pending operator key change, asset lock, asset unlock or MNHF signal is rejected until that transaction confirms. It can then be sent again, signed with the operator key current at that point. Mining policy: pending service updates of a masternode that do not fit in the block ahead of its key change are left out of that block, and become invalid once the key change confirms.

Backport notes: develop folded CChainstateHelper into Chainstate in
d5c1bd7, which is not on this branch. Here MaybeUpdateMempoolForReorg
reaches the special tx processor through ChainHelper().special_tx
instead of m_special_tx. In src/evo/specialtxman.{h,cpp}, only
UpdatedMNListTip is added. GetDeterministicMNListHash, which sits next
to it on develop, belongs to unrelated develop-only work. In
src/test/evo_deterministicmns_tests.cpp, the branch's evo/chainhelper.h

Pull request description:

  ## Issue being fixed or feature implemented

  Fixes dashpay#7582 at the block assembly level, as an alternative to dashpay#7728.

This PR makes honest block assembly always produce that order, instead of keeping the two transactions out of the mempool as dashpay#7728 does. Compared to dashpay#7728, no valid service update the operator already broadcast is evicted or refused for being paired with a key change, and mempool contents do not depend on the order in which a node received the two transactions. Consensus is unchanged: a block with the harmful order is still valid, so a miner ignoring this policy can still produce one, as with dashpay#7728.

This change was first proposed in dashpay#7728 and is kept as its own commit.

    - a low-fee `ProUpServTx` is placed before a high-fee key change or revocation of its masternode;
    - a registrar update that keeps the operator key is ordered by fee as usual;

  - the pull-in in block assembly (both ordering tests);
  - the reorg tip move (only the reorg test);
  - limiting the rejection to the update's own masternode (the other-masternode case);
  - removing asset locks from the rejection (the asset-lock case);
  - leaving unorderable service updates in the pull-in (`test_miner_key_change_not_held_back_after_reorg`);
  - holding the key change back when the pulled-in updates do not fit (both block-space tests);
  - pulling in an update package with a service update of a masternode whose key already changed in the block (`test_miner_key_change_not_held_back_by_other_key_change`).

  Run at the head of this PR:
