[max-models]

Follow-up to #339, from adding opt-in regions to the max-models libraries.

• sp.reset() for test suites: keeps @sp.profile functions registered, so they record again after the next setup(); calling one after a reset no longer raises.
• A disabled decorated call is one check and a direct call (skips metadata and recursive tracing).
• with sp.region(...) type-checks and @sp.profile keeps the signature (pyright, ty, mypy).
• register_opt_in_tag() may come after a library's imports.
• import scope_profiler no longer loads h5py or importlib.metadata.
• The docs no longer claim disabled instrumentation is free.
• pproc takes maxplotlibx >= 0.1.9 instead of pinning 0.1.9.
• Version 0.7.5.
