With a baseUrl, docusaurus serve redirected .html and /index URLs outside of the baseUrl: the serve-handler cleanUrls redirect sends /base/file.html to /file, so the request lands on the homepage. It also drops the query string.
getRedirectLocation() already does the trailing slash redirects itself for this reason. It now also does the cleanUrls redirect, keeping the baseUrl and the query string:
/base/file.html → /base/file, serves file.html instead of the homepage
/base/folder/index → /base/folder
/base/index → /base/
/base/file.html?query=1 → /base/file?query=1
/base/missing.html → /base/missing, 404 instead of the homepage
Like serve-handler, it strips one suffix per redirect, so /base/index.html takes 2 redirects, and it runs before the trailing slash redirect: with trailingSlash: true, /base/index.html ends on /base/, not /base/index/. The /base/ snapshots now match the / ones, with 302 instead of 301. Without a baseUrl, serve-handler still does this redirect.
It parses the URL with parseURLPath() (the WHATWG URL parser) instead of splitting it on ?. Browsers send URLs that are already normalized, so their snapshots don't change. The hand-typed URL snapshots of #12881 show the difference: a #hash, . or .. segment no longer falls back to the serve-handler redirect, which drops the baseUrl. /base/../file.html now redirects to the homepage instead of a 400, like the /file.html URL a browser requests for it.
Resolving .. creates an open redirect: /base/..//example.com/index resolves to //example.com/index, and redirects to another host. A new "edge cases" test captures it, and #12883 fixes it: merge them together, since main publishes canary releases.
The serve-handler // redirect still drops the baseUrl (/base//file with trailingSlash: true or false): a new test captures it. The existing one now asserts the fixed behavior. The "known bugs" tests are renamed "edge cases", since some of them are now fixed.
This PR goes before #12877: on its own, the looksLikeAsset fix sends /base/file.html?query=1 to the homepage.
Test Plan
pnpm test packages/docusaurus/src/commands/serve: each changed snapshot row now serves the requested file (or the 404 page for missing.html) instead of the homepage, or ends on the same URL as without a baseUrl. The Windows CI checks the Windows snapshot. A test checks that a $& in the URL doesn't cause a redirect loop, as String.replace() would.
Clean-URL redirects for sites served under a base URL now stay within that base and resolve to the matching page, including when requests contain query strings.
Updated handling of index paths, dot segments, encoded paths, and dollar signs. Requests that traverse above the base URL may redirect outside it, and slash merging may drop the base URL.
…AI-assisted)
With a baseUrl, serve-handler redirected /base/file.html to /file, dropping
the baseUrl (and query string): the request then landed on the homepage.

For non-root base URLs, the serve request handler applies clean-URL redirects before asset and trailing-slash handling. Redirects preserve the base URL and query string. Tests cover clean URLs and normalized paths across trailing-slash settings.
For non-root base URLs, the handler removes terminal .html or /index from the path. It preserves the query string and checks this redirect before asset and trailing-slash handling.
Redirect cases across URL forms packages/docusaurus/src/commands/serve/__tests__/requestHandler.test.ts
Tests cover base-prefixed redirects, matching pages and 404 responses, query strings, dot segments, and special-character paths across trailing-slash settings.
meta/docusaurus#12871: Extracts redirect selection into getRedirectLocation, which this change extends.
meta/docusaurus#12858: Adds tests for redirects that lose the base URL or query string, which this change updates.
meta/docusaurus#12865: Extracts the handler that rewrites the base URL before calling serve-handler; this change adds clean-URL redirects before that rewrite.

Run the clean URL redirect before the trailing slash one, like serve-handler,
so /base/index.html ends on /base/ instead of /base/index/ with trailingSlash
true. Build the redirect location without String.replace(), which interprets
$& and similar patterns and caused an infinite redirect loop.

Use parseURLPath() instead of splitting the URL on "?": a #hash sent by a
hand-crafted request no longer skips our redirect, and serve-handler no longer
redirects it outside of the baseUrl.

Reject paths that normalize outside baseUrl.
A raw request for /base/..//evil.example/index?token=secret passes the prefix check. parseURLPath resolves .., so the clean-URL branch returns Location: //evil.example?token=secret. A client that follows this redirect can send the query to that host.
Validate the normalized pathname against baseUrl before constructing the redirect. Add a raw-request test for this case.

fetch() normalizes request URLs like browsers do, so the tests could not send
a #hash or a ".." segment. Hand-typed requests can, and the serve request
handler sees them as-is. A new test option sends the first request with
http.get() to capture this behavior.

Hand-typed URLs whose ".." segments resolve to "//example.com" must not
