The maintainer settled the seven open questions: track::Fill handler, misses only below the frontier, max_delay as Option<Duration>, per-group FETCH sessions until the range quests land, moq-c follows whichever of #6052 lands first, and fetch_group removal moves to fetch-range.md, which requires frame bounds. Do not turn abandoned fills into permanent drops
If the last requesting subscriber disconnects while a session is serving a fill, the later session plan stops and drops the remaining Fill; this destructor would then insert those sequences into the track's durable drops set. A subsequent subscriber requesting the same still-fetchable history will therefore receive SUBSCRIBE_DROP instead of triggering a fresh upstream fetch, unlike the current withdrawn group::Request behavior. Reserve persistent drops for explicit drop_groups decisions and let demand cancellation withdraw the fill without poisoning future requests.

Agreed, fixed in 7aa15d0. A Fill dropped while a reader still wants its range names the rest dropped; once demand leaves it is withdrawn like a group::Request today and records nothing, so the durable drops set never hides still-fetchable history. The Sessions bullet now says the same.

Avoid persisting budget-qualified staleness as a drop
When current readers have a narrow max_delay but publisher retention permits a wider one, this step drops the entire remaining fill once one group is stale under the current fill budget. Because the handler shape records drop_groups and unfinished fills in the track's durable drops, a later reader with a wider budget or None will receive a drop instead of triggering a new fill for history that is still fetchable. Either withdraw or record a budget-qualified stale remainder, or make the budget-aware drop-set work a prerequisite so this quest is independently landable.

Agreed, fixed in 4a0620b. Groups older than a stale one are withdrawn, not dropped; each reader's cursor names them stale under its own budget, so a later reader with a wider budget (or None) can still fill them. Only staleness under publisher max-age, which binds every reader, goes in the durable drops.

Bound the total FETCH work induced by one range
When an untrusted downstream requests a range from group 0 and the peer-controlled frontier is very large or sparse, this explicitly permits frontier - floor serialized upstream FETCHes. A one-in-flight limit bounds concurrency but not total network, CPU, or task lifetime, so a single range with a large group number can keep a relay issuing requests effectively indefinitely. Coalesce the run before this quest lands, or impose and enforce a finite per-request work bound instead of accepting span-proportional fan-out.

Keeping this as planned: the maintainer chose per-group FETCH with one in flight per fill (decision 5 in the PR body) over blocking on the lite-07 and moq-transport range quests, which coalesce runs. The total is bounded the same way today's per-group requests are: by the fill's budget and publisher max-age (older groups stop once one is stale), and by demand (the fill is withdrawn when readers leave). A downstream can already drive that cost with one request per group. I added that reasoning to the Sessions bullet in 4a0620b.

Carry the terminal frame bound in each fill
When a requested range ends partway through a missing group, this shape conveys only the start frame and an end group, so the handler cannot distinguish ..Position { group: 5, frame: 1 } from a request for all of group 5. The planned per-group FETCH therefore over-fetches the terminal group, allowing a peer asking for one frame to induce delivery and caching of an entire group. Make the fill end a Position so downstream demand bounds upstream work.

Keeping the end as an exclusive group, per the maintainer's handler-shape decision. A fill populates the shared cache, not one reader: a group fetched only up to some frame would sit in the cache missing its tail, which a later reader wanting the whole group cannot tell from a complete one, and there is no tail fill to repair it (frame bounds covers head fills only). The work is also bounded the same either way: a peer asking for frame 0 of group 5 could ask for all of group 5, so the terminal group costs at most one group it was entitled to request. Each reader still sees only its own frames through the cursor's frame bounds.

Define how frozen C represents an absent delay
If the generated C package has not landed, which lines 85-90 explicitly allow, the current frozen moq_subscription.max_delay_us is a required u64 and cannot represent None. Requiring this change in every binding therefore forces the implementation either to break the frozen C ABI, introduce an unspecified sentinel despite rejecting that representation, or silently omit publisher-only max-age semantics for C callers. Settle the C representation or make the generated package a prerequisite.

Fixed in ea5166a, within the maintainer's moq-c decision (frozen ABI unchanged unless moq-dev/moq#6052 lands first): the frozen crate maps max_delay_us to Some, so a frozen C subscriber keeps today's semantics and cannot ask for max-age alone. The generated package exposes the Option natively once it lands.
