feat!: signed track priorities with a publisher tiebreak - #6142
Conversation
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Every priority is an i8, higher first, with 0 as the unset default. The wire stays one byte: moq-lite carries p + 128 and IETF carries 127 - p. The publisher priority breaks subscriber-priority ties in Rust and JS. A session scheduled per broadcast opens one moq-quic send domain per broadcast, so broadcasts share the link byte-fairly and the publisher's track priority orders streams inside each. The relay enables it on cluster links with cluster.fair, falling back to strict ordering on transports without send domains. Bindings, wrappers, docs, the moq-lite draft, and MIGRATE entries follow. Drop per-broadcast scheduling from this PR: session::Schedule, the send-domain plumbing in moq-net, moq-tokio and moq-uring, public moq-quic domains, FETCH domains, the relay's cluster.fair setting, and the draft text letting a relay scope priority to the broadcast. Ordering stays strict. Bump the recording format to version 3, whose .info stores the signed priority as written. Readers still accept version 2, converting its moq-lite byte; a writer refuses to append to one. Move the fairness scope to quest/m2/broadcast-fairness.md and delete the completed track-priority-scope quest. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

MoQ Lite and IETF wire conversions are updated, and publisher priority now breaks ties after subscriber priority in stream scheduling. Recording formats advance to version 3, with version 2 reading retained and version 2 recordings refused for append or resume. Honor publisher priority for legacy lite subscriptions
When the JavaScript publisher serves Lite01-04, this branch leaves publisher at 0 even after the track is accepted, so two tracks with equal subscriber priority ignore their configured publisher priorities. The Rust implementation waits for subscribing.poll_ok() and reads track.info().priority for every lite version, so mixed Rust/JS deployments schedule the same legacy subscriptions differently; resolve the immutable info or update the ranking after acceptance before starting #runTrack.

Fixed in b249859: the JS publisher now awaits the track's info on every draft before SUBSCRIBE_OK, as Rust does, so legacy lite subscriptions rank by the publisher priority. A regression test covers lite-03 and lite-05 (it fails on lite-03 without the fix).

Document signed priorities for C++ consumers
This moq-ffi change propagates into the generated C++ moq::TrackInfo, Subscription, FetchGroupOptions, and GroupRequest::priority() surface, but cpp/moq/MIGRATE.md has no corresponding entry. C++ callers therefore receive breaking signed field/return types and the new default without package-specific migration instructions; add the signed-priority guidance under its ## Unreleased section.

Correct the mixed-version priority claim.
Two set priorities can change order during a mixed-version rollout. A legacy track priority of 2 uses Lite byte 2, while a new priority of 1 uses byte 129. If a relay ranks both tracks on one downstream session, priority 1 wins despite its lower configured value. State that cross-version priority values do not preserve ordering; do not limit the warning to unset priorities. As per coding guidelines, “State a claim's conditions with it.”

Prevent generic serialization from corrupting version-2 priorities.
Info::decode converts a version-2 byte to i8 but retains version: 2. The public derived Serialize then lets serde_json::to_vec(&info) bypass Info::encode's version guard. For example, a stored byte of 128 becomes priority: 0; serializing that Info as version 2 makes the next reader interpret it as priority -128. Reject version-2 values in the public serialization path, or serialize their priority in the version-2 byte format.

Drafts 16 on define an omitted DEFAULT_PUBLISHER_PRIORITY as 128. The drafts define an omitted SUBSCRIBER_PRIORITY as 128, the same default as DEFAULT_PUBLISHER_PRIORITY. #6142 read it as the unset 0, so a relay rewrote a subscriber's omitted priority to 127 upstream. Rust and JS now share one DEFAULT_WIRE (128) for both omissions and for a message that must carry a priority it was not given; it reads as model priority -1, one step below unset, so a relay forwards it unchanged. Quest:
quest/m1/track-priority-scope.md, completed and deleted here. Per-broadcast fairness moves to the newquest/m2/broadcast-fairness.md.Every priority becomes an
i8, higher first, with 0 as the unset default, so nobody has to know that 127 is the middle of a byte. The wire stays one byte: moq-lite carriesp + 128, IETF carries127 - p, so one urgency still maps to255 -the other wire's byte. The publisher's track priority now breaks ties between equal subscriber priorities, whichtrack::Info::priorityalready claimed. Ordering stays strict on every session, as today.Decisions (settled with the maintainer in a /quest-plan interview, 2026-10-20)

mainalready writes version 2 (released crates write version 1, whichmainalready refuses). So the bump is 2 to 3: version 3 stores thei8, readers accept version 2 by subtracting 128 from its byte, and aProducerrefuses to resume a version 2 recording (Error::Version(2)). Timeline segment objects are unchanged between 2 and 3 andReaderaccepts both; theProducerlayout from moq-dev/moq#6160 is version 3 only. The catalog's advertisedarchive.version(RustArchive::VERSION, JSARCHIVE_VERSION) follows to 3.Dropped from the first revision

No message format change. The default byte moves: moq-lite 127 to 128, IETF 128 to 127 (the moxygen default from moq-dev/moq#4273 moves a second time; noted in
