ci: share local check capacity across worktrees - #6256
Concurrent worktrees can each launch an unrestricted local build or test suite, overwhelming the same desktop. Root checks and direct language or fixture entrypoints need the same admission and worker budget.
Approach
Admit expensive phases through quest gate after selection and before builds or fixture timeout clocks. Nested calls reuse admission and supervision. Hosted GitHub Actions execs the existing command directly. Rust compilation keeps the mbx Cargo shim.
Use Bun's existing --no-orphans lifecycle for descendant cleanup rather than maintaining a process-tree supervisor. On Linux the supervisor also becomes a child subreaper, so a grandchild whose parent exits first stays within reach; after forwarding a signal it waits for its child to clean up before exiting. Local nextest defaults to four workers with NEXTEST_TEST_THREADS overrides; its existing io-uring group cap stays four. Bun workspace scripts run sequentially locally. The current consumers are the root CI dispatcher, direct language checks, and cross-language fixture launchers.
just bench-local retains work wall time, CPU time, configured nextest workers, host load, cache state and admission delay. Three solo samples and three paired-checkout samples used warm installs/test artifacts on a 24-logical-CPU host while other local checks ran. Medians per command, in seconds:

Four nextest workers trade about 1.6 seconds of solo work latency for a smaller worker budget and slightly less CPU work. Sequential Bun scheduling bounds workspace fanout without a measured work-time penalty in this selection. Changing background load and admission contention prevent controlled speedup claims; admission is reported separately from work.
Module lanes
Since moq-dev/moq#6617, just check runs MOQ_CHECK_JOBS module lanes at once (default 3). Each lane's expensive commands enter quest gate on their own; the gate holds no slots (admissions only count against host headroom for a minute), so concurrent lanes cannot deadlock on it. just bench-local --jobs now sweeps the lane count. Measured with a warm cache on a diff touching rs/moq-boy, js/moq-boy and py/moq-rs (rs, py, bun lanes plus the repository lints), solo checkout, three alternating samples, host 1-minute load 8 to 24 on 24 logical CPUs from other worktrees. Three lanes halve the wall time for the same CPU work, so the default stays. One three-lane just check sample waited in the gate under host load (112 s) and stays in the median. CPU is what the process tree reports, so work in a shared compiler daemon is not counted.
The first measurement found a bug here: sh/rs/select.test.py, sh/rs/uring.test.py (new on main) and sh/rs/test-lints.test.py ran sh/local.sh unsupervised, so every tooling test case took a real host admission, about 20 per just check. Once those filled the headroom the gate spaced them 5 seconds apart, test gh took 43 to 67 seconds instead of 18, the bun lane became the critical path (three lanes: 85.3 s median), and other worktrees' admissions were delayed for the next minute. Those tests now run supervised like the other tooling tests; a gated just check on that diff now makes 7 admissions, one per expensive command.
Lane cancellation and the gate work together, checked with the real sh/dispatch.sh, sh/local.sh and quest gate and stub modules (rs runs an admitted command with a grandchild):
A failing lane cancels a sibling running under the gate: dispatch exits with the failure's status 0.03 s after it, and no gate, supervisor, child or grandchild process remains.
A failing lane cancels a sibling still waiting in the gate (the ledger preloaded past the headroom): exit 0.01 s after the failure, no quest gate left waiting.
SIGINT to dispatch while a lane runs admitted: exit 130 in 0.03 s, nothing left running.
just check (lanes at 1, so the flake failure stops only what follows it) passes rs (check and the whole-workspace test), carla, py, kt, go, cpp, OBS compile, js, drafts, markdown and gh (Swift skips on Linux), then stops at check flake: this host's Nix builder cannot write /proc/self/uid_map. The modules after it (bench, drill, workers, moq-sh, quest, OBS, ts-paths, shell, large files, toml, nix, justfile, Dart) pass when run by hand through the same commands. quest check --base origin/main passes.
Earlier, at 99d893b: launcher tests (6, including a child that exits and leaves a grandchild behind) pass 40 of 40 runs with no leftover processes; before that fix, cancellation hung in 2 of 20.
On hosted CI:
Runner VM, dispatched on this branch at 765230e, builds and boots the runner image through just gh runner-vm-ci (#6324), which goes through sh/local.sh's hosted pass-through. That covers the runner-image flake checks this host refuses.
The merge queue runs the complete just ci gate, where sh/local.sh execs directly.
Impact
No public library API, wire format or package version changes.
Developer check entrypoints now share admission and local worker defaults; just bench-local is new and sweeps nextest workers and check lanes. Existing NEXTEST_TEST_THREADS configuration remains supported.
Alternatives
Keep host-derived quest gate thresholds instead of adding repository locks or a second slot scheduler. Keep mbx compilation scheduling; do not queue individual nextest binaries where waiting would consume their timeout budgets.
Follow-ups
This finishes and removes the local-gate quest. The merges with main also admit its receive-credit recipe, the io_uring IPv6 nextest run, the ietf-conformance fixture launcher, and the root-level maturin builds in py/justfile, and take its deletion of the parallel-modules and OBS parallel quests; sh/obs/compile.sh's concurrent sources sit under both bounds, MOQ_CHECK_JOBS and sh/local.sh's quest gate. It also finishes and removes the select.sh launcher-path quest that main planned from this PR's review.
Implemented shared admission and local worker bounds, with hosted CI preserving its command path. The selected defaults are four nextest workers and sequential Bun workspace scripts; measurements and alternatives are in the description. No public API or wire changes.
The PR stays draft. The complete gate is blocked in the Nix runner-image builder's uid_map setup, and the direct Rust phase reproduces the independent late-stats failure without supervision. JS and 104 Python tests pass; focused launcher/dispatch checks pass. The quest records the exact remaining verification. Recommend /quest-iterate after these blockers clear, then /quest-ready.
Decision needed for the local warm-daemon contract: Bun 1.4.2 documents --no-orphans as killing every descendant on exit, including normal successful exit. This PR therefore reaps a newly spawned local Gradle/Kotlin daemon when its wrapper finishes, which prevents that daemon from staying warm for the next check. A pre-existing daemon outside the workload is not its descendant. The CI bypass preserves the persistent queue runner's daemon behavior.
Options are to retain cleanup on every local wrapper exit, accepting cold newly spawned daemons, or give reusable local daemons an explicit lifetime outside the owned check workload while retaining cancellation cleanup for owned children. I recommend the explicit reusable-daemon lifetime when the binding-cost measurements justify it, rather than silently weakening cancellation cleanup. This comment records the choice; no policy or source change is selected here. Coordinate it with quest/m1/binding-check-cost.md.

Walkthrough
Local checks and test launchers now use a shared sh/local.sh entry point for admission and supervision outside hosted GitHub Actions. The launcher applies a local nextest worker default, and its supervisor forwards signals and reports command status. Check scripts and task recipes route commands through the launcher. Local Bun workspace scripts run sequentially. The change adds tests for admission and supervision, a benchmark runner for runs across isolated checkouts, and documentation for local capacity settings and benchmark use.

Local benchmark results can omit an inherited lane setting, making comparisons less reliable. This is bounded and does not block the check workflows; the PR is mergeable with a benchmark metadata follow-up.

Explanation
The description is detailed and directly related to the changeset. It explains the problem of concurrent worktrees overloading a host, the approach of admitting expensive phases through quest gate with supervised launchers, the Bun --no-orphans cleanup, nextest worker defaults, the new just bench-local recipe, and the validation and benchmark results. It matches the file-level changes, including sh/local.sh, sh/local.ts, the justfile recipes, and the deletion of the local-gate quest plan.

Bun's --no-orphans only kills descendants still under the supervisor, and a
grandchild whose parent exits first reparented out of reach. The supervisor now
becomes a child subreaper on Linux and waits for its child after forwarding a
signal, so every survivor is its own child when it exits.

The selection and lint tests ran sh/local.sh unsupervised, so each case took a real quest gate admission: about 20 per just check, spaced 5 seconds apart once they filled the host's headroom, which made the gh tests the slowest lane and slowed other worktrees' admissions for a minute.

The cd to the repository root invalidated a relative $0, so running
select.sh from a subdirectory failed to find sh/local.sh.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Fixed the Codex P2 on sh/rs/select.sh (66dd38d): reproduced cd sh/rs && bash select.sh lint <list> failing with bash: ./../local.sh: No such file or directory; the re-exec after the cd to the root now uses root-relative sh/local.sh and sh/rs/select.sh. No other launcher changes directory before its re-exec.
Merged origin/main (no rebase). Resolved the quest conflicts: removed local-gate.md (finished here), took main's deletion of obs-parallel.md (finished by ci(obs): check OBS sources concurrently #6684), removed select-launcher-path.md (finished by the fix above), and dropped the stale local-gate.md link in ffi-lane.md. main's concurrent sh/obs/compile.sh is already admitted through sh/local.sh.
The previous queue run failed only on the known moq-gst a_sibling_restart_idles_a_reference_naming_the_old_epoch flake, unrelated to this PR.
Local: shellcheck, sh/rs/select.test.py, sh/local.test.py, sh/markdown.sh check, and quest check --base origin/main pass. The full just ci gate runs in the merge queue.
Merged origin/main (65ad65c) into the branch at 7afe014 after the queue dropped 7588b93 for a conflict.
The only conflict was quest/m0/ci/ffi-lane.md's Related section: this PR dropped the link to the deleted local-gate.md, while main (moq-dev/moq#6667) dropped the link to the deleted python-setup.md. Both links are gone, so the empty section is gone too.
Tooling main added (expiry-loom in just rs loom, fuzz.sh --minimize, the nightly fuzz tests) sits on paths this PR leaves outside the gate, like the rest of the loom and fuzz recipes, so it needs no change.
The re-exec bug exists only on the local-gate branch, which already names
sh/local.sh and sh/rs/select.sh root-relative after its cd (66dd38d).

Main's local check gate (#6256) exports MOQ_LOCAL_SUPERVISED into every
locally launched suite, including ones that run moq-relay, so it moves out
of the MOQ_* namespace as LOCAL_SUPERVISED, alongside the MOQ_CHECK_JOBS and
MOQ_STRICT references it added (now CHECK_JOBS and CI_STRICT).
