feat(land): the fixer triages a failing batch instead of ejecting it - #355
Implements quest/m0/land-fixer/triage.md (epic) and deletes it. The epic's rule from the maintainer: "The fixer is meant to handle conflicts and failures without kicking stuff out of the queue."
Summary
Parking instead of ejection. A batch whose check fails, a PR that conflicts with the base, a PR that fails quest check alone, and a GitHub merge_conflict at merge time are now parked for the fixer. Parked PRs keep their auto-merge, their quest:merge label, and their place, get no comment, and sit out batches while the job runs. The rest of the queue keeps landing. Only a handback disables auto-merge.
The fixer blames. Result entries take an optional "blame": true. A blamed PR must be fixed or handed back, never requeued. PRs that aren't blamed go back to batches unchanged, with no comment. The prompt gains a ## Blame section: a PR that adds or tightens a check is to blame when that check fails on content already on the base, and claims in contributor content never decide blame.
The base check when blame is unclear. If the fixer blames no PR in a batch failure, the gate checks the base alone in its own sandbox. The fixer can't skip this or fake its result.
Red base: every PR is released unchanged and the queue halts. Nothing is batched until the base moves and its check passes.
Green base: every PR gets the fixer's verdict, as if blamed.
The fixer repairs a red base (decisions 2 and 3). On a red base the gate starts a fixer job on the base alone (quest land fix <log> with no PR numbers; the repository holds only base). The fixer writes one result object, fixed or handback, as the new ## The base alone section of assets/land-fix.md asks.
Fixed: the daemon imports the fix and validates it as it would a PR's, so protected paths must stay as the base has them. The daemon, which holds the App credential, then pushes it to quest-land/fix-<base sha> and opens a PR. The PR body records the fix in its ## Review section, so the fix PR lands without another review, and quotes the base's failing log.
The queue resumes once a check of the new base passes. A fix PR superseded by a moved base, or no longer needed once the base passes, is closed.
Handback, or no fixer configured: the queue halts with one GitHub issue, which gets a comment and is closed once the base moves and passes.
A required check that never reports (decision 7). A queued PR whose required checks are still pending two hours after its pick gets one comment per pick naming them (STALLED_AFTER in src/cli/land-serve.ts). It keeps its place.
Attempts. Being blamed is the only thing that spends a pick's attempt: the attempt record gains blamed: <job> | false. A PR that only shared broken batches is never handed back for it. A record without blamed (older daemon) counts as spent, as Attempt budget asks.
checks_pending is gone. A PR whose required checks are still running stays queued, sits out batches, and is reported in plan.waiting.
Collection during a check. The daemon collects finished fixer jobs every 60 s while a check runs. It waits for an in-flight collection before the batch goes on.
Better failure output. A handback quotes the failure-log lines the fixer cites ("log":[first, last], handback only). Without a fixer, the ejection comment is bounded by size (EXCERPT), no longer by its last 100 lines.
Merge-time refusals stop only that PR. A moved head or a refused merge ejects just that PR, and the rest of the batch stays queued to be rebuilt on the new base. A tree mismatch still stops everything after it.
The parking mechanism (for attempts, mergeability, flaky)
Parked means a fixer job holds the PR. A PR is parked while some fix-job-*.json lists its number with the same auto-merge enabledAt (parked() / isParked() in src/cli/land-park.ts). Nothing is written to GitHub, and no separate record exists, so a park can't outlive its job.
startFixer parks the PR when it saves the job.
Collecting the PR's result unparks it (requeue, fixed) or hands it back, which disables auto-merge and posts the <!-- quest land: <reason> --> marker quest status reads.
A new maintainer pick (a new enabledAt) isn't parked, so it rejoins batches at once. Every pick a job holds is tracked.
batchable(state, plan) is the queue a batch draws from: parked PRs left out, and each PR placed by the pick it descends from. A fixed head's requeue gets a new enabledAt from GitHub; the attempt record's pick keeps its place.
To park, call fail(root, options, deps, { plan, tip, log, entries, reason, blame?, detail }) in src/cli/land-serve.ts. blame lists PRs the gate already knows are at fault (a conflict, a lone quest check failure); leave it out to have the fixer triage. With no fixer configured, fail ejects with reason/detail instead. Failure.launched stops a restart from starting a second job.
The base check:checkBase(root, repository, base, options, deps) runs the sandbox on the base alone and halts on red. Halt state is halt.json ({sha, issue, fix}).
For the sibling quests: mergeability can call fail with blame: [n] after its local merge conflicts. The flaky rerun goes before fail in serveBatch. Attempts narrows spent() in src/cli/land-fixer.ts.
Decisions
Settled with the maintainer, 2026-11-01 (decision record). ✅ marks the pick; quotes are the maintainer's own words.
Unblamed PRs wait for the whole fixer job: ✅ (a) one job per failure · (b) the fixer writes blame first · (c) two fixer runs
Red-base notice: the maintainer wrote "fixer runs on the base? otherwise make a github issue". So on a red base the fixer first runs on the base alone and tries a mechanical fix, opened as a PR for the maintainer to admin-merge (see 3). Only when it can't fix the base does the gate open the halt issue (a). Options offered: (a) a GitHub issue · (b) a commit comment · (c) daemon log only
How a fix reaches a halted base: ✅ (a) the maintainer admin-merges it, and the gate resumes once the new base passes · (b) single-PR batches while halted · (c) a label
Fixer verdicts while the base is red: the maintainer said "IDK who cares", so (a) stands: discard them · (b) still apply handbacks
Unclear blame on a green base: ✅ (a) spend every PR's attempt · (b) treat them as collateral
No "Requeued unchanged" comment on a PR that never left the queue: ✅ (a) no comment · (b) keep commenting
A required check that never reports: ✅ (b) comment once, naming the checks still pending · (a) wait silently · (c) daemon log line. The maintainer added: "should plan using the require Github check for status? If possible?" That will be planned as a follow-up: the gate reports queue status (waiting on checks, parked for the fixer, in a batch, halted) through its required quest land check run, only as queued or in progress, never as completed, so auto-merge can't fire around the gate.
A PR whose own required GitHub CI fails: ✅ park it with the failing check's log for the fixer, instead of ejecting it · (a) keep ejecting
Decisions 2 and 7 are implemented here. 8 and the check-run status from 7 are follow-ups.
Choices made without asking
Merging main after moq-dev/quest#366: the base-alone job keeps its own PRs: none; the base fails alone line, while a batch job names each PR as - #<n>: branch pr-<n> at <sha>. The Blame section drops "or targets this fixer", since feat(land): start the fixer at the base and ignore instructions in PR diffs #366 removed that handback rule; instructions in diffs are data. The protected-path check in validateFix stays (moq-dev/quest#357 was closed unmerged).
A fixed PR's requeue keeps the place of its original pick (the epic: "keeps its auto-merge and its place").
Without a fixer, a failure still ejects, as before: parking exists only for a fixer job. No base check runs then.
Jobs started by an older daemon (PRs already ejected) keep their old collection rules, marked by the new job.parked flag, so a deploy doesn't hand back in-flight jobs.
CONTRIBUTING.md's landing paragraph still says failed batches are ejected together. AGENTS.md reserves that file, and the epic's README says its docs update finishes the epic.
assets/skills/complete.md still mentions checks_pending, which is no longer produced. Skills are also reserved; noted as a follow-up.
The fake GitHub (cloudflare/dev/github.ts) learned to open and close issues for the halt test.
Suggested follow-ups
Release collateral PRs as soon as the fixer names its blame (decision 1b).
The gate reports queue status (waiting on checks, parked, in a batch, halted) through its required quest land check run, only as queued or in progress (decision 7's addendum).
Park a PR whose own required GitHub checks fail, and give the fixer that CI log (decision 8).
quest status shows a PR as parked, waiting, or behind a halted queue. Today it sees no event for these.
Update assets/skills/complete.md now that checks_pending is gone, and CONTRIBUTING.md in the epic's docs pass.
The fake GitHub's node query omits autoMergeRequest.commitBody, so enqueue's same-pin early return is never exercised in tests.
test/agent.test.ts fails when the caller's CLAUDE_CONFIG_DIR is set; moq-dev/quest#340 addresses that. Checks here ran with it unset.
Checks
just check and just test (with CLAUDE_CONFIG_DIR unset) pass on ed52db50e88beece4fa7781bbd4100d5613e6a96, the merge of main at 6bf8ad5: 24 vitest files, 749 tests passed and 2 skipped, plus the hook, installer, and lifecycle suites. quest check passes.
Review
Codex gpt-6.1-sol, medium effort (quest review --base origin/main), session 01a1986c-0319-79b0-82d0-adc6412e1218, a new session for the hand-resolved merge of main (conflicts in README.md, src/cli/land-fix.ts, src/cli/land-fixer.ts, test/land.test.ts). Latest round 1 on head ed52db50e88beece4fa7781bbd4100d5613e6a96: no findings.
Merge of main after #370 and #358 landed (session 01a19893-a629-7372-b3b4-a048183edd83, round 1 on head f126f1dfcc11707ae96069e6a195f8d781da0399). Conflicts were in README.md, src/cli/main.ts, src/cli/land-fixer.ts and the epic README. comment() now takes both the quest status reason marker and #358's resolution section. The triage.md links in quests that landed meanwhile now point to this PR. One finding was not fixed: a daemon restart between disabling the old auto-merge and enabling the new pin hands the fix back as "left the queue". That matches the existing handback when the enable response is lost (hands back a job after losing the enable-auto-merge response), and the window is one GitHub round trip.
A second merge of main, after #367 landed (session 01a198aa-c076-7a80-b896-d980d0d8e11a, round 1 on head 55fbe05f839054087f5cf60aab9817b3101f454b). The fixer handed this merge back because the PR edits its own prompt. I resolved it by hand, as the maintainer chose. validate() accepts #367's optional comment for a PR. post() carries both the reason marker and the resolution section. #367's note test no longer expects a "Requeued unchanged" comment, since this PR drops it. The same restart finding came back and is answered above.
CodeRabbit's two findings on 55fbe05 are fixed in 259c704b08cef2cf99769fe4820a5153793ae208:
A stale job's base check could replace a newer halt and close its fix. It now releases the job's PRs unchecked, and a regression test covers it.
The serve help and the README's API-refusal paragraph still described ejection; they now describe parking.
Codex session 01a198b5-de99-7151-aa92-ed8f86ea66c2, round 1 on that head: no findings.
A third merge of main, after #369 landed, is on head 2e5f351eb6a73f5c6c5ae9e37c2ae5096df015c5. It changes quest documents only. #369's new quests (batch-check, precheck, tuning) linked and required triage.md, which this PR completes and deletes. They now cite this PR, and the epic's Required list keeps both sides. The fixer handed it back again because the PR edits its own prompt, which moq-dev/quest#371 addresses, so I merged it by hand. No code changed, so there was no new review.
Earlier sessions, all findings fixed:
01a19845-7688-7ac0-b9e8-9a10d1574a2f (2 rounds, last on 8db4734), after decisions 2 and 7: a repaired base would not resume while no PR was batchable. serveBatch now handles the halt before the empty-queue return; regression added.
01a1975c-4cf8-7c91-bad1-616d7eeb4b63 (3 rounds on 7488a55), the parking and triage work: handback retries and newer picks, legacy attempt records, and parked() keeping every pick.
A conflict or failing check parks the PR for the fixer: it keeps its
auto-merge, label, and place, and sits out batches while its fixer job
runs. The fixer blames the PR that caused a batch failure; only a
handback takes a PR out of the queue. When it blames none, the gate
checks the base alone: a red base releases the batch and halts the queue
with one issue, a green one leaves every PR to the fixer. Only blame
spends a pick's attempt. Pending required checks wait instead of
ejecting, finished fixer jobs are collected while a check runs, and a
handback quotes the failure log lines the fixer cites.

On a red base, the fixer runs on the base alone. The daemon validates its
fix like a PR's, pushes it to quest-land/fix-<sha>, and opens a PR for the
maintainer to admin-merge; the queue resumes once the new base passes. Only

open. A fix superseded by a moved base, or not needed once it passes, is
closed.

Walkthrough
The landing daemon now keeps pull requests with pending required checks queued and excludes them from batches until checks pass. Fixer-eligible failures park pull requests without removing their queue state. Fixer results can identify blamed pull requests or report a base-only fix or handback. The daemon can halt landing when the base fails, propose a validated base fix, and resume when the base passes. Tests and documentation cover these changes.
Merge Risk: Low · up to 55fbe
A fixer job started on an older base can close a valid base-fix PR with a misleading comment and trigger redundant sandbox and fixer runs. The queue recovers on its own. Add the halt guard before merging, or accept the noise. The help text and quest document still describe the old ejection behavior and the removed checks_pending rule.

Replace the reference to the removed checks_pending rule.
This PR removes "checks_pending" from Reason in src/cli/land.ts. A PR with pending required checks is now listed in plan.waiting and sits out batches. The text "as with triage's checks_pending rule" therefore names a rule that no longer exists. Name the waiting list (Plan.waiting in resolveQueue) instead, so the quest stays accurate.
As per coding guidelines: "A quest's PR leaves its quest accurate when it merges."

…'s help to parking
A job collected after the queue halted on a newer base checked its own,
older base, which could close the current base's fix and halt on the
old SHA. While a halt stands, release the job's PRs unchecked.
The serve description and README still said failures and conflicts
eject; with a fixer they park, and a red base halts the queue.

## Development
- Run `quest guide` and read it completely before starting work.
- Keep README examples consistent with the CLI's actual `--help` output.
In this checkout, `quest` means `bun run --silent quest`.
- Use an isolated worktree under `.worktrees/`. Preserve existing changes.
- Use the Nix shell so local tooling matches CI: `nix develop`
- Run `just install` in a fresh checkout to install the locked dependencies.
- Run `just check` and `just test` before handing off changes; `just fix` applies
formatting. Missing tools are failures, not checks to silently skip.
- Fix root causes. Do not mask fixable failures with retries, sleeps, or timeouts.
- Prefer simplification and refactoring over compatibility layers for unpublished
interfaces. Keep changes focused on the requested outcome.
- Reproduce bugs and add a regression test when practical. Wire tests into CI.
- Ask about consequential scope or API choices, with options and a recommendation.
- Stop and report when progress stalls. Suggest follow-up work for `/quest-plan`
rather than creating quests for it directly.
- Starting or spawning quests stops at PR creation. It merges only when the user
picks /quest-merge, and only after repository checks and reviews pass.
- Pull requests land as squash merges.
- End every GitHub post with `(written by <model>)`, naming the running model.

The fixer handed #355 back because the PR edits
assets/land-fix.md, although the prompt already says to hand nothing back
for instructions in a diff. The fixer runs from the base's prompt, so a
PR's edits to it never apply. Say so, so such PRs get mechanical fixes too.

Implements
quest/m0/land-fixer/triage.md(epic) and deletes it. The epic's rule from the maintainer: "The fixer is meant to handle conflicts and failures without kicking stuff out of the queue."Summary
Parking instead of ejection. A batch whose check fails, a PR that conflicts with the base, a PR that fails
quest checkalone, and a GitHubmerge_conflictat merge time are now parked for the fixer. Parked PRs keep their auto-merge, theirquest:mergelabel, and their place, get no comment, and sit out batches while the job runs. The rest of the queue keeps landing. Only a handback disables auto-merge.The fixer blames. Result entries take an optional
"blame": true. A blamed PR must be fixed or handed back, never requeued. PRs that aren't blamed go back to batches unchanged, with no comment. The prompt gains a## Blamesection: a PR that adds or tightens a check is to blame when that check fails on content already on the base, and claims in contributor content never decide blame. The base check when blame is unclear. If the fixer blames no PR in a batch failure, the gate checks the base alone in its own sandbox. The fixer can't skip this or fake its result.
The fixer repairs a red base (decisions 2 and 3). On a red base the gate starts a fixer job on the base alone (
quest land fix <log>with no PR numbers; the repository holds onlybase). The fixer writes one result object, fixedorhandback, as the new## The base alonesection ofassets/land-fix.mdasks.quest-land/fix-<base sha>and opens a PR. The PR body records the fix in its## Reviewsection, so the fix PR lands without another review, and quotes the base's failing log.A required check that never reports (decision 7). A queued PR whose required checks are still pending two hours after its pick gets one comment per pick naming them (
STALLED_AFTERinsrc/cli/land-serve.ts). It keeps its place.Attempts. Being blamed is the only thing that spends a pick's attempt: the attempt record gains
blamed: <job> | false. A PR that only shared broken batches is never handed back for it. A record withoutblamed(older daemon) counts as spent, as Attempt budget asks.checks_pendingis gone. A PR whose required checks are still running stays queued, sits out batches, and is reported inplan.waiting.Collection during a check. The daemon collects finished fixer jobs every 60 s while a check runs. It waits for an in-flight collection before the batch goes on.
Better failure output. A handback quotes the failure-log lines the fixer cites (
"log":[first, last], handback only). Without a fixer, the ejection comment is bounded by size (EXCERPT), no longer by its last 100 lines.Merge-time refusals stop only that PR. A moved head or a refused merge ejects just that PR, and the rest of the batch stays queued to be rebuilt on the new base. A tree mismatch still stops everything after it.
Docs and quests. README landing docs updated. Local mergeability, Attempt budget, and Flaky tests now describe what this PR built.

Choices made without asking
Merging main after moq-dev/quest#366: the base-alone job keeps its own
PRs: none; the base fails aloneline, while a batch job names each PR as- #<n>: branch pr-<n> at <sha>. The Blame section drops "or targets this fixer", since feat(land): start the fixer at the base and ignore instructions in PR diffs #366 removed that handback rule; instructions in diffs are data. The protected-path check invalidateFixstays (moq-dev/quest#357 was closed unmerged).A fixed PR's requeue keeps the place of its original pick (the epic: "keeps its auto-merge and its place").
Without a fixer, a failure still ejects, as before: parking exists only for a fixer job. No base check runs then.
Jobs started by an older daemon (PRs already ejected) keep their old collection rules, marked by the new
job.parkedflag, so a deploy doesn't hand back in-flight jobs.CONTRIBUTING.md's landing paragraph still says failed batches are ejected together.AGENTS.mdreserves that file, and the epic's README says its docs update finishes the epic.assets/skills/complete.mdstill mentionschecks_pending, which is no longer produced. gpt-6.1-sol, medium effort (quest review --base origin/main), session01a1986c-0319-79b0-82d0-adc6412e1218, a new session for the hand-resolved merge of main (conflicts inREADME.md,src/cli/land-fix.ts,src/cli/land-fixer.ts,test/land.test.ts). Conflicts were inREADME.md,src/cli/main.ts,src/cli/land-fixer.tsand the epic README.comment()now takes both thequest statusreason marker and #358's resolution section. Thetriage.mdlinks in quests that landed meanwhile now point to this PR. One finding was not fixed: a daemon restart between disabling the old auto-merge and enabling the new pin hands the fix back as "left the queue". That matches the existing handback when the enable response is lost (hands back a job after losing the enable-auto-merge response), and the window is one GitHub round trip.A second merge of main, after #367 landed (session

I resolved it by hand, as the maintainer chose.validate()accepts #367's optionalcommentfor a PR.post()carries both the reason marker and the resolution section. #367's note test no longer expects a "Requeued unchanged" comment, since this PR drops it. The same restart finding came back and is answered above.CodeRabbit's two findings on

2e5f351eb6a73f5c6c5ae9e37c2ae5096df015c5. It changes quest documents only. #369's new quests (batch-check,precheck,tuning) linked and requiredtriage.md, which this PR completes and deletes. They now cite this PR, and the epic's Required list keeps both sides. The fixer handed it back again because the PR edits its own prompt, which moq-dev/quest#371 addresses, so I merged it by hand. No code changed, so there was no new review.Earlier sessions, all findings fixed:
