When a format string is not a literal in the source, e.g. when it is
produced by `concat!`, the offsets of printf- and shell-style
specifiers are relative to the expanded string rather than to the
source. `check_foreign!` still used them to place a machine-applicable
suggestion, which could rewrite unrelated source text such as turning
`concat!` into `c{}cat!`, or ICE when the span landed inside a
multibyte character.

When the format string is not a source literal, explain the
translation in a note instead, e.g. "`%d` should be written as `{}`",
and don't emit the suggestion. For specifiers that cannot be
translated, point the note at the whole format string argument
instead of a span computed from those offsets; the output is the same
as before. The output for format strings written as literals is
unchanged.
These are always checked in attribute parsing

This would allow more flexibility in how we implement getting randomness
in Redox OS by only requiring changes to relibc and randd. In addition
it reduces the amount of Redox specific code libstd uses.

rustdoc: Fix performance regression for private documented items

Should help with rust-lang#161362.

The idea is to not (doc) inline private reexports by default. That will save us a lot of `clean`ing for external items and for html pages generation.

And then open test-dashboard/index.html in your browser to see an overview of all executed tests.

Job duration changes

  1. test-x86_64-gnu: 1h 38m -> 2h 35m (+56.8%)
  2. dist-ohos-aarch64: 51m 55s -> 1h 21m (+56.8%)

  5. test-pr-check-2: 46m 43s -> 25m 48s (-44.8%)
  6. dist-s390x-linux: 1h 6m -> 1h 35m (+43.6%)
  7. optional-test-x86_64-gnu-autodiff: 37m 30s -> 53m 3s (+41.5%)
  8. test-i686-gnu-nopt-1: 2h 21m -> 1h 25m (-39.6%)
  9. test-x86_64-gnu-gcc-core-tests: 19m 43s -> 11m 57s (-39.4%)
  10. test-x86_64-gnu-llvm-22: 1h 1m -> 37m (-39.4%)
How to interpret the job duration changes?

Job durations can vary a lot, based on the actual runner instance
that executed the job, system noise, invalidated caches, etc. The table above is provided
mostly for t-infra members, for simpler debugging of potential CI slow-downs.

Finished benchmarking commit (5a2a795): comparison URL.

Overall result: ❌✅ regressions and improvements - please read:

Our benchmarks found a performance regression caused by this PR.
This might be an actual regression, but it can also be just noise.

Next Steps:

  • If the regression was expected or you think it can be justified,
    please write a comment with sufficient written justification, and add
    @rustbot label: +perf-regression-triaged to it, to mark the regression as triaged.
  • If you think that you know of a way to resolve the regression, try to create
    a new PR with a fix for the regression.
  • If you do not understand the regression or you think that it is just noise,
    you can ask the @rust-lang/wg-compiler-performance working group for help (members of this group
    were already notified of this PR).
